Stunned is a status effect on both NPC's and Agents.
When a character is stunned, they lose all movement, ability to 
Report, and attack until the timer expires. Getting stunned will often damage a character.
Failing a 
Hacking or 
Hardwiring attempt will result in a stun of the agent. if the agent is killed and immediately revived, the stun will still be in effect.
